Wallace Lukens

Wallace is the Executive Assistant for the Associate Vice Provost for Research and Managing Director of PCI and the Chief Innovation Officer. He holds a degree in Political Science from Wellesley College and has a professional background providing high-level administrative support to teaching Faculty at Harvard Business School. Outside of work Wallace enjoys adventuring on his bike and exploring Philadelphia’s food scene with his fiancée. Contact Wallace here.

Tom Logan, PhD

Tom Logan, PhD, was hired as Senior Executive Director of Business Development within the Office of the Chief Innovation Officer (OCINO) in 2025. Reporting directly to the Chief Innovation Officer, Dr. Logan supports oversight of all activities and initiatives of OCINO, with responsibility for business development, fund management and technology acceleration efforts being led on behalf of the University by the OCINO. In this new role he will work towards strengthening the interactions between Penn (and its twelve schools) and external partners in the areas of research and development, technology translation, new business creation, incubation and funding initiatives, and commercialization. By helping to facilitate these types of strategic partnerships, Dr. Logan will play an instrumental role in delivering valuable new technologies and business opportunities for the University of Pennsylvania. 

About Dr. Logan 

Tom Logan was previously the Chief Business Officer for the Penn Gene Therapy Program (GTP) where he oversaw the business development, alliance management, finance and legal functions. Tom played a crucial role in leading the 2024 spin out of GTP into the independent companies Gemma Biotherapeutics and Franklin Biolabs. 

Prior to joining Penn in 2019, Tom held a variety of R&D and business development leadership positions in the UK pharmaceutical and medical device company BTG which was acquired by Boston Scientific, Millennium Pharmaceuticals (Takeda), and Rhone Poulenc Rorer (Sanofi). Tom completed a cardiovascular drug discovery post-doctoral fellowship at GSK and received his PhD in Biochemistry and Molecular Biology from Thomas Jefferson University. Outside of work, Tom is active in the community serving on the boards of various non-profit organizations and area high schools and enjoys spending time with his family, wife Regina and their five children and first grandchild. 

Conor Flynn, Esq.

Conor Flynn is the Director of Corporate Contracts at the Penn Center for Innovation (PCI), where he leads the team handling negotiation and execution of industry‑facing agreements that support the commercialization of University of Pennsylvania research. He is an attorney with extensive experience in research contracting, intellectual property strategy, and technology transfer across leading academic and biomedical institutions. Prior to joining PCI, Conor held senior research administration and contracts leadership roles at the University at Buffalo. He began his career in intellectual property licensing and university innovation, supporting startup formation and industry partnerships. Conor holds a J.D. and a bachelor’s degree in Cell and Developmental Biology, bringing both legal and scientific perspective to Penn’s innovation ecosystem. Email Conor here.

Kelsey McNeely 

Kelsey McNeely is the Executive Director for Corporate Engagement in Penn Engineering, where she works collaboratively across Penn Engineering and the Penn Center for Innovation to advance impactful industry partnerships. She joined the University of Pennsylvania in 2026 after 15 years at ExxonMobil, with experience spanning research and marketing for biotechnology, sustainability, energy, and materials. Throughout her career, Dr. McNeely has focused on building and nurturing interdisciplinary teams, managing global R&D portfolios, and translating complex scientific ideas into meaningful outcomes.  She’s passionate about the importance of fundamental research for transforming the world. Ravi Raghani, PhD

Ravi Raghani is a Licensing Officer for the Perelman School of Medicine (PSOM). Previously Ravi served in a similar role at Drexel University. Emma Roszkowski, PhD

Emma Roszkowski supports commercialization efforts for members of the Perelman School of Medicine as part of the licensing team.  Prior to joining PCI, she received her PhD in Microbiology from Cornell University and her BA in Biology from Grinnell College.  In her free time, she enjoys reading, cultivating houseplants, and finding new trivia spots.

Ryan Luebke

Ryan joined PCI in 2025 as Associate Director of Licensing, Physical Sciences and Engineering, where he supports innovation and commercialization efforts across multiple disciplines in the School of Engineering and Applied Science, School of Arts and Sciences, Stuart Weitzman School of Design, and the Wharton School. He brings extensive experience in technology transfer, having spent eight years at Cornell University’s Center for Technology Licensing, where he managed a diverse portfolio of physical sciences and engineering technologies and developed expertise in commercializing technologies across multiple disciplines.

Prior to his career in technology transfer, Ryan conducted research in chemistry and materials science as a postdoctoral researcher at Imperial College London and gained industry experience at Saudi Aramco. He holds a Ph.D. in Chemistry from King Abdullah University of Science and Technology (KAUST), an MBA from the University of South Florida, and is a Certified Licensing Professional (CLP). Maria Regueiro

As an Assistant Alliance Manager for the Corporate Alliance Team, Maria collaborates with Licensing Officers and attorneys to manage key relationships with alliance partners. Maria brings valuable experience from the pharmaceutical sector, where she worked in both marketing and R&D. She holds a B.A. in Biological Sciences from Northwestern University and is currently pursuing a Master of Environmental Science here at the University of Pennsylvania.
